Associated Press Comments Lansing Gov. Rick Snyder has signed a spending measure that allocates $4 million to test thousands of unprocessed rape kits in the city of Detroit. The goal is catching suspected rapists whove gone undetected for years because of a DNA testing backlog. The state in 2009 discovered more than 11,000 untested kits in a Detroit Police Department storage facility. The bill signed Wednesday lets Detroit operate a detention center in a former state prison and includes money for a new student safety hotline.
