McQuade announced Tuesday. During a guilty plea in August 2012, evidence against Patrick D. Winter, 54, established that as the manager of D.K.E. Inc. Winter caused an inflated and fraudulent claim to be submitted to the Secura Insurance Company after an October 2004 fire damaged a commercial office building D.K.E. owned at 21751 W.
